City of North Oaks: Contracts with the Ramsey County Sheriff's Department for enforcement. The city is served by the Lake Johanna Fire Department.  North Oaks' Animal Control Officer is Mario Lee.  Permits and animal licensing are provided by the city.  It also provides a forester and handles weekly recycling.  Public elections are managed through the city

 

North Oaks Home Owner’s Association (NOHOA): The main responsibilities of NOHOA are to manage parks and recreation, city street maintenance and snow removal and architectural review/approval processes. Parks and recreation responsibilities includes trails, beaches/lakes, sporting fields and courts, community gardens, common groomed and ungroomed areas, and many special community events. 

 

Villas of Wilkinson Lake Home Owner’s Association (VWLHOA): VWLHOA is responsible for mowing, snow removal, lawn irrigation, common area shrub maintenance, natural common area management, garbage & recycle pick-up. 

 

Advantage Townhome Management:  This company is contracted by VWLHOA to provide a professional manager to oversee the VWLHOA.  Professional service includes contracts for outdoor services, managing architectural change requests, holding monthly board and annual homeowner meetings, and being the initial point of contact for villa’s residents.
